Part of the problem with local control is that coordination becomes challenging. Example: Building interstate infrastructure like high-speed rail or even bridges is nearly impossible already. The Chinese model -- which is explicitly authoritarian but with goals for the common good -- has been more effective, but its lack of human rights undercuts its argument. (Privileging the arbitrary whims of leaders like Xi Jinping is bad, but it was largely the same under Donald Trump). There is no way to solve the climate crisis without coordination, however, so localization seems very suspect.
